基于“源—汇”模型理论的城市雨洪管理研究

【摘要】 近年来在全球气候变化和城市化背景下,中国城市内涝频发,径流污染严重,水资源严重不足,而目前我国雨洪管理理念和技术相对落后,在全面统筹考虑雨洪灾害防治、雨水资源管理、径流污染控制等方面存在不足,因此本文在"源汇"模型理论基础上对雨洪管理过程的各项影响因素进行"源"模块和"汇"模块的划分,总结"源"和"汇"在空间格局分布中的设计法则,探索较为系统化的城市雨洪综合治理模式,有助于为目前我国城市雨洪管理所面临的种种困境找出应对措施。

【Abstract】 Under the background of global climate change and urbanization in recent years, China’s urban waterlogging and runoff pollution is serious and the water resources are seriously in shortage. However, the rain flood management ideas and technology in China is relatively backward. The comprehensive consideration in the rain flood damage prevention, rain water resources management and runoff pollution control is insufficient. Therefore, this paper takes the "source-sink" model theory as basis, divides various factors affecting the rain and flood management into "source" module and "sink" module, summarizes the design rules of "source" module and "sink" module in the spatial distribution pattern and explores a more systematic and comprehensive urban rain and flood governance mode. It is helpful to find out the countermeasures to all kinds of difficulties in urban flood management.
