气象灾害频发条件下公路网抗灾能力评价方法与应用

【摘要】 为应对公路频发的气象灾害,做好抗灾决策,采用层次分析法和模糊数学理论建立了公路网抗灾能力综合评价指标体系,详述了具体的评价方法和步骤,探讨了评价结论分析方法和采用回溯分析的反馈研究方法.以杭州市国省干线公路网为例对评价方法进行了实际应用.

【Abstract】 In response to the frequent highway meteorological disasters and to make good decisions,the comprehensive evaluation index system for the resistant ability against disasters of highway network was constructed using the AHP and fuzzy mathematics theory,the specific evaluation method and procedure were detailed,the analysis method of the evaluation conclusion and the feedback method using reverse analysis were explored,and finally the evaluation method has been applied taking Hangzhou trunk highway network as an example.Practice shows that the conclusion of the evaluation for the highway network resistant ability against disasters was close to the actual situation and the method is feasible,furthermore the feedback study which could identify weaknesses in disaster and proceeding to put forward proposals is positive to improve the resistant ability against disasters of highway network.
