【摘要】 随着第二轮土地承包期再延长三十年以及乡村振兴计划的提出,土地流转成为大势所趋。结合国家倡导农业适度规模经营的背景,土地规模化流转范围逐渐扩大。土地规模化流转带来经济效益的同时也引发了系列农村社会问题,为建立健全农村土地市场和完善乡村治理体系,有必要探究土地规模化流转带来的农村社会分层以及各阶层利益冲突发生机理。本文以黑龙江省K县为例,挖掘土地规模化流转引发农村社会阶层分化的内在逻辑,并剖析分化后各阶层间利益冲突的发生机理,以期为其他发生土地规模化流转的粮食主产区的乡村治理提供分析依据。对于土地规模化流转引发的阶层利益冲突问题,本文认为应从明晰职能边界、畅通维权渠道、完善分配机制三方面加以治理。更多还原

【Abstract】 As the second round of land contracting period was extended for another 30 years,the circulation of land rights has become a general trend. Combined with the country’s promotion of a modest scale of agricultural operations,the scale of land circulation has gradually expanded. The large-scale circulation of land rights brings economic benefits,but it also triggers a series of rural social problems. In order to establish a sound rural land market and improve the rural governance system,it is necessary to explore the social stratification brought about by the large-scale land right circulation and the occurrence of conflicts of interest in all sectors. This paper takes County K in Heilongjiang Province as an example to excavate the internal logic of land socialization and triggers the differentiation of rural social strata. It analyzes the mechanism of the conflicts of interest between different strata after differentiation,so as to provide an analysis basis for the rural governance of other major grain-producing areas where large-scale land circulation occurs. Regarding the conflicts of stratum conflicts caused by the large-scale land circulation,this paper argues that governance should be strengthened from the aspects of clarifying functional boundaries,unblocking rights protection channels,and perfecting distribution mechanisms.更多还原
