【摘要】 绿色发展是中国新时代经济社会发展的新任务、新使命和新目标,中国特色绿色发展是基于马克思提出的人与自然和谐相处的基本思想,并在理论架构和实践突破中上升为生态文明的新价值谱系。绿色发展作为时代理念和现实导向的双重需求,通过对人类改造自然行为模式的初始架构进行重新设定,成为效率提高、和谐共处以及持续发展的顶层设计。将中国绿色发展道路在不同时期的实践探索按其发展特征划分为四个阶段,分别是意识主导阶段、制度支撑阶段、系统推进阶段以及全面实现阶段,通过研究绿色发展的历史演进行为,归纳中国绿色发展道路的阶段性变化,试图梳理绿色发展的演化逻辑和发展特征,并寻找阻碍中国特色绿色发展进程的矛盾和桎梏,探索绿色化道路全面实现的政策方法。在新时代背景下,为中国特色绿色发展提供适宜的路径选择,使中国在高质量发展与绿色生态文明的充分融合中再现繁荣盛况。更多还原

【Abstract】 Green development is the new task, new mission and new goal of China’s new era economic and social development. The green development of Chinese characteristics is based on Marx’s basic idea of harmonious coexistence between man and nature,and in the theoretical framework and practical breakthroughs, it has risen to the new value pedigree of ecological civilization. Green development, as the dual needs of the concept of the times and the reality, resets the initial structure of the human transformation of natural behavior patterns, and becomes the toplevel design of efficiency improvement, harmonious coexistence and sustainable development. This paper divides China’s green development road into four stages according to the practice exploration and development characteristics in different periods, which are the consciousness leding stage, the system support stage, the system promotion stage and the comprehensive realization stage. By studying the historical evolution of green development, summarizing the phased changes of China’s green development path, trying to sort out the evolutionary logic and development characteristics of green development. And look for contradictions and flaws that hinder China’s greening process, and explore policy methods that hinder the full realization of the green road.
