中国省际绿色创新生产率的变动及其空间溢出效应研究
A Study on the Change of China’s Interprovincial Green Innovation Productivity and Its Spatial Spillover Effect
【摘要】 本文从环境污染和创新质量双视角,将环境污染指数和无效专利申请数作为非期望产出,采用超效率SBM-Malmquist指数模型对2007—2017年中国30个省份绿色创新生产率进行测算,在此基础上构建动态空间计量模型对绿色创新生产率的影响因素及其空间溢出效应进行分析。研究发现,考察期内中国省际绿色创新生产率整体呈现出良好的发展态势,除海南、吉林外,东中部地区省份绿色创新生产率水平呈正增长趋势,而西部地区绿色创新生产率水平呈负增长趋势,创新效率提升或创新技术进步的单轮驱动方式是绿色创新生产率增长的主要方式。考察期内中国省际绿色创新生产率存在显著的正向空间相关性,经济发展水平、贸易开放程度以及环境规制强度对绿色创新生产率具有负向的空间溢出间接效应和总效应,而信息化水平与受教育水平对绿色创新生产率具有正向的空间溢出间接效应和总效应。进一步对比上述短期效应与长期效应可以发现,除经济发展水平外,正向影响因素呈现出长期"衰减"趋势,负向影响因素则呈现出长期"增强"趋势,因此,在保持经济发展水平不断提高的同时,做到短期规划与长期规划相结合,持续稳健地推进中国省际绿色创新生产率的区域协调发展十分重要。
【Abstract】 From the perspective of environmental pollution and innovation quality, this paper takes the environmental pollution index and the number of invalid patent applications as undesired outputs, and uses the super efficiency SBM-Malmquist index model to measure the green innovation productivity of 30 provinces in China from 2007 to 2017.Based on the analysis of the dynamic spatial econometric model, the factors affecting the green innovation productivity and its spatial spillover effect are analyzed.The study finds that during the inspection period, China’s inter-provincial green innovation productivity showed a good development trend.Except for Hainan Province and Jilin Province, the province’s green innovation productivity level showed a positive growth trend, while the western region’s green innovation productivity level showed a negative growth trend.A single-wheel drive approach to innovation efficiency or innovative technology advancement is the main way green innovation productivity growth.During the inspection period, there was a significant positive spatial correlation between China’s inter-provincial green innovation productivity.The level of economic development, trade openness and environmental regulation have negative spatial spillover indirect effects and total effects on green innovation productivity, while the level of informationize and acceptance the level of education has a positive spatial spillover indirect effect and total effect on green innovation productivity.Further comparison of the short-term effects and long-term effects mentioned above, in addition to the level of economic development, the positive influencing factors show a long-term ‘decay’ trend, while the negative influencing factors show a long-term ‘enhanced’ trend.Therefore, the level of economic development is constantly maintained.At the same time of improvement, it is very important to combine short-term planning with long-term planning to continuously and steadily promote regional coordinated development of China’s inter-provincial green innovation productivity.
