【摘要】 在我国海洋强国建设背景下,海洋经济平稳、快速发展尤为重要,这需要不断优化我国海洋经济政策工具。运用文本分析方法,从基本政策工具X维度和海洋经济发展Y维度出发,对国家层面的海洋经济"十三五"规划文本进行量化分析。研究表明我国现行的海洋经济政策在政策工具的建构方面存在一定的不足:供给型政策工具中的教育培训、财政投入体现少;环境型政策工具中的税收优惠、金融支持体现少,法规管制体现过多;需求型政策工具则缺少服务外包和政府采购。由此提出的建议是:加强供给型政策工具结构优化,重视教育培训,加大财政投入和基础设施建设;提高环境型政策工具辐射作用,充分发挥金融工具和税收政策对海洋经济发展的外部影响力;提高需求型政策工具使用频率,增加政府采购和服务外包。更多还原

【Abstract】 Under the background of the construction of China’s maritime power, it is of particular importance to develop marine economy smoothly and rapidly, which requires the continuous optimization of China’s marine economic policy instruments. With the application of the content analysis method, this paper, starting from the X dimension of the basic policy instruments and the Y dimension of marine economic development, makes a quantitative analysis of the"13 th Five-Year"planning text of the marine economy at the national level. The research shows that the current economic policies of our country have some deficiencies in the construction of policy instruments: it is lack of education training and financial input in the supply-oriented policy instrument;In environment-oriented policy instruments, there are more policy regulations with fewer tax preferences and financial support; Demand-oriented policy instrument lack service outsourcing and government procurement. Therefore, we suggest that it is extremely essential to strengthen the structure optimization of supply-oriented policy instrument, to attach importance to education and training, to increase financial investment and infrastructure construction; What’s more, it is necessary to enhance the radiation effect of environmental policy instruments so as to give full play to the external influence of financial tools and taxation policies on the marine economic development; At last, we need to increase the frequency of using demand-oriented policy instrument by intensifying the government procurement and service outsourcing.更多还原
