【摘要】 海域使用管理标准化对我国海域使用管理水平的精细化、规范化具有重要的技术支撑作用。文章从标准体系、标准制修订情况、标准实施水平以及标准分类特征等几个方面,概述了我国海域使用管理标准化的基本情况;分析了海域使用管理标准化存在的不足,包括标准数量少、制修订周期长、时效性评估有待提升、标准化工作能力较弱;探讨了海域使用管理标准化面临的形势。基于此,提出4条促进和保障海域使用管理标准化工作发展的建议,即健全海域使用管理标准体系、提升标准制修订速度、建立完善标准评估机制、积极参与海洋国际标准化工作。更多还原

【Abstract】 The standardization of sea area use management plays an important technical supporting role in the refinement and standardization of sea area use management in China. In terms of standard system, standard revision, standard implementation level and standard classification characteristics,this paper summarized the basic of sea area use management standardization in China.The shortcomings of sea area use management standardization were analyzed and discussed, including small number of standards,long period of standard revision, low evaluation effectiveness and poor capacity in standardization.
