长江经济带城市资源环境承载力评价及影响因素
Evaluation of Urban Resource Environmental Carrying Capacity and Its Influencing Factors of the Yangtze River Economic Belt
【摘要】 资源环境承载力评价是衡量绿色发展水平的重要前提。本文基于城市资源环境承载力理论框架,运用状态空间模型,对长江经济带城市资源环境承载力进行评价,并分析其影响因素。研究发现:①长江经济带城市资源环境承载力总体处于超载状态,呈现"东高西低"格局;②长江经济带城市资源环境承载力现状与国家"十三五"战略目标所要求的承载力水平仍有一定差距,环境承载力和经济社会承载力是其主要短板,经济发展水平、科技进步、城镇化、政府规制是其主要影响因素;③长江经济带城市资源环境承载力提升需要坚持可持续发展理念,推动资源节约、生态保护、环境治理、产业转型、科技进步、绿色消费等,并优化产业、人口空间布局。本文提出制定污染型产业退出机制和激励型绿色发展政策,构建多方参与的生态产品价值实现机制和长江经济带生态产品市场体系,加大长三角地区对中上游地区的对口援助和技术转移,制定产业、人口空间优化布局方案等政策建议。
【Abstract】 Evaluation of resource environment carrying capactiy(RECC) is an important premise to measure the green development of the Yangtze river economic belt. Based on the theoretical connotation of urban RECC, this paper measures the RECC of Yangtze river economic belt by applying the state space model, and analyzes its influencing factors. The study found that:(1) The urban RECC of the Yangtze river economic belt is generally overloaded, showing a pattern of "high in the east and low in the west".(2) There is still a gap between the RECC in the Yangtze river economic belt and the national "13 th five-year" strategic goal. Economic development level, scientific-technical progress, urbanization and government regulation are the main influencing factors.(3) The improvement of urban RECC of the Yangtze river economic belt needs to adhere to the concept of sustainable development and promote resource conservation, ecological protection, environmental governance, industrial transformation, scientific and technological progress, green consumption and so on.And optimizing the spatial layout of industry and population is needed.The paper puts forward relevant policy recommendations. First, formulate the polluting industries exit mechanism and motivational green development policies. Second, construct a multi-participatory mechanism and market system for realizing the ecological products value. Third, increase counterpart assistance and technology transfer from the Yangtze river delta to the middle and upper reaches, and formulate industrial and population spatial optimization layout scheme.
