中国开展甲烷排放控制关键问题与建议

【摘要】 控制甲烷排放,对减缓气候变暖、改进空气质量、促进能源清洁化都有重要的意义。政府间气候变化委员会及气候和清洁空气联盟的研究报告都揭示了甲烷减排对减缓气候变暖发挥的重要作用,并试图推动国际社会的甲烷减排行动。本文从甲烷对气候影响的科学基础出发,对全球甲烷减排行动及政策进行梳理和分析,识别中国甲烷减排面临的挑战与机遇,并对未来中国甲烷减排行动从政策监管、数据基础、技术创新、引入市场机制等方面提出建议。

【Abstract】 Methane(CH4) is a powerful greenhouse gas(GHG),and its warming effects is 84 times than that of CO2 within 20 years after its emission. Methane is also an important precursor of ground level ozone,and a major component of natural gas as an important energy source. Therefore,controlling methane emissions is crucial for mitigating climate warming,improving air quality and promoting clean energy. Some countries and international organizations have put methane emission reduction on the agenda. After the Paris Agreement, the United States, Canada and Mexico have all made commitments to national methane emission reduction. The U. S. state government,Canada and Mexico government have successively enacted methane emission regulations to regulate methane emission in the oil and gas industry. Studies by the Intergovernmental Panel on Climate Change(IPCC) and the Climate and Clean Air Coalition(CCAC) have both revealed the importance of methane reduction in mitigating climate warming and attempting to promote methane reduction actions globally. Based on the scientific basis of methane impact on climate,this paper sorts out and analyzes global methane emission reduction actions and policies,identifies the challenges and opportunities for methane emission reduction in China,and makes suggestions on future methane emission reduction actions in China from the perspectives of regulations,supervision,data foundation,technology innovation and market mechanisms.
