【摘要】 长江经济带不仅是全国高密度的经济走廊之一,也是我国重要的生态功能区及生物资源宝库、中华民族的重要水源地,是中华民族永续发展的重要支撑。多年的高强度开发与不合理利用造成长江经济带环境污染问题严峻,局部生态系统功能退化,跨区域多要素生态环境问题交织,已成为制约长江经济带迈向高质量发展和全面建成小康社会的瓶颈。本文系统剖析了长江经济带存在的生态功能退化严重、生物多样性维护功能下降、环境污染问题突出、饮用水安全隐患明显等生态环境问题,提出了流域综合管理、空间开发秩序、产业结构调整、生态补偿制度、环保科技支撑等方面的长江经济带生态环境保护若干建议,以期为长江经济带生态环境保护和绿色发展提供参考。更多还原

【Abstract】 The Yangtze River Economic Belt is not only one of the country’s high-density economic corridors,but also an important ecological function area and a treasure house of biological resources of China and an important source of water for the Chinese nation. It is a crucial support for the sustainable development of the Chinese nation. However,years of high-intensity development and irrational utilization have caused severe environmental pollution problems,degraded local ecosystem functions,and intertwined multi-element ecological environment issues,all of which have become constraints to the Yangtze River Economic Belt towards high-quality development and a moderately prosperous society. This paper systematically analyzed the ecological and environmental problems such as the serious degradation of ecological functions,the decrease of biodiversity conservation,the prominent problems of environmental pollution,and the obvious security risks of drinking water in the Yangtze River Economic Belt; proposed some suggestions on integrated river basin management,spatial development order,industrial structure adjustment,scientific and technological support for environmental protection,and ecological compensation system to protect the natural environment of the Yangtze River Economic Belt,which could provide reference for the decision-making about green development in the belt.更多还原
