【摘要】 碳排放报告制度衔接排污许可证制度是强化重点排放单位碳排放管理、降低政企环境管理成本、响应环境管理制度改革的重要举措。本研究结合两套制度最新政策体系与改革形势,借鉴排污许可证制度衔接环境评价制度的研究思路,针对能源消耗过程和工业生产过程,分别以火电行业和钢铁行业下两个制度的管理要求为例,在梳理监测记录数据类别、对比排放核算要求、找出数据监督管理差异和分析两套制度数据关联性的基础上,从管控名录、报送参数、数据系统对接和监管机制等四个方面提出衔接两个制度的建议。建议两个制度逐步统一管控名录,匹配行业与产品代码标识,逐步对接数据系统;建议排污许可证制度相应地补充能耗参数,完善监管机制。更多还原

【Abstract】 Connecting the Carbon Emission Reporting System with the Pollutant Emission Permit System could be an important measure to strengthen the carbon emission management of key enterprises,reduce environmental management cost of government and enterprise,and promote Ecological Civilization Structural Reform and State Institutional Reform. Considering the related latest policy system and reform situation,referring to the research approach of connecting the Environmental Impact Assessment System with the Pollutant Emission Permit System,and regarding the process of energy consumption and industrial production as the main emission source of greenhouse gas and air pollutants,this research takes fire power industry and iron and steel industry for examples. On the basis of sorting out monitoring and recording data category,comparing the emission accounting requirement,finding out the difference of data supervision management,and analyzing data relatedness of the two systems,the suggestions are proposed as unifying regulated enterprises list,matching industry and product codes,connecting data management systems,as well as adding energy consumption parameter and improving supervision mechanism of the Pollutant Permit System.更多还原
