【摘要】 以河北省为例,研究了以生态保护红线与生态转移支付范围的关联性,将现有生态转移支付县(市、区)和生态保护红线的占比情况进行空间分类研究,提出超过生态保护红线面积占比平均值水平的区域应纳入生态转移支付范围。结合河北省重要生态功能区、自然保护区和生物多样性的分布情况,对占比高的区域进行综合分析,得出应将15个县(市、区)纳入重点生态功能区转移支付范围的结论。更多还原

【Abstract】 Taking Hebei Province as an example, this article studied the method of expanding the scope of ecological transfer payment based on the ecological protection red line, and studied the spatial classification of existing ecological transfer payment counties(cities) and ecological protection red lines. It was proposed that areas that exceed the average of the ecological protection red line area should be included in the scope of ecological transfer payments. Based on the distribution of important ecological function zones, nature reserves and biological diversity in Hebei Province, a comprehensive analysis on the regions with high proportions was made, and it was concluded that 15 counties(cities and districts) should be included in the scope of transfer payments for key ecological function zones.更多还原
