【Abstract】 Public participation in environmental management is essential to the development of a healthy environmental governance system. However, there is no perfect system to ensure public participation in China, so the role of the public in environmental management is limited, and more serious in rural areas. Through exploring the innovative ways to fully and effectively attract the public to participate in rural environmental management in Shijiazhuang, the Environmental Community Development Group( ECCG). The design of ECCG can provide some help in public participation in management.
