南岭山地生态保护修复的理论与实践——以崇义县为例

【摘要】 文章结合国家首批试点地区之一的崇义县南方丘陵山地生态保护修复项目,以系统治理理论为指导思想,通过生态环境突出问题和重点区域识别,提出了以流域整体性、生态环境敏感性和生态服务功能为依据的生态保护修复工程体系。介绍了该县在生态保护修复中统筹规划、机制创新、绿色经济发展、生态扶贫等方面的经验,并对山水林田湖草生态保护修复的生态系统综合治理理论研究、交叉学科建设、科技创新平台和标准化建设提出建议。通过总结分析行之有效的生态保护修复治理模式,以期为南岭山地生物多样性保护、水源涵养功能提升、生态修复工作提供借鉴。

【Abstract】 This paper was based on ecological protection and restoration project of Chongyi County,which is a typical southern hilly area and one of the first batch pilot areas in China.Taking system governance theory as a guidance,as well as through identifing of typical problems and key areas of the ecological environment,we proposed an ecological protection and restoration engineering system on the basis of watershed integrity,ecological sensitivity and ecological service function.This paper also introduced other experiences of the ecological protection and restoration including the aspects of overall planning,mechanism innovation,green economy development,ecological poverty alleviation and so on.And suggestions on ecological protection and restoration of mountain-river-forest-farmland-lake-grass systems were put forward,which included theoretical research on ecosystem comprehensive management,cross-chemistry building,science and technology innovation platform and standardization construction.This paper summarized the effective ecological protection and rehabilitation management model in order to provide a reference for the biodiversity conservation,water conservation function and ecological restoration of Nanling mountain areas.
