GIS小城镇灾害数字仿真与公共安全应急系统

【摘要】 针对小城镇防灾减灾的突出问题和公共安全的巨大需求,在综述灾害防治手段及相关研究进展的基础上,综合运用灾害科学和信息技术,研究开发了小城镇灾害数字仿真与公共安全应急决策系统,解决了系统实现过程中的一系列关键技术:基础设施与抗灾设施的可视化管理、灾害数字仿真重构理论与方法、公共安全应急决策、公共安全空间数据库的建库技术及三维可视化等.该系统能够在灾害数字仿真重构的基础上,实现公共安全应急决策支持,增强小城镇的灾害应急反应能力.

【Abstract】 The application of VR and GIS in "he digital simulation on disasters and the development of public safety emergency decision system for small towns"s presented. A series of critical technologies in the operation of the system is solved,which consist of visualization management of infrastructure and disaster-reduced facilities,theory of digital simulation on disasters,public safety emergency decision,and etc. Detailed descriptions of digital simulation of disasters are presented to create a comprehensive and integrative method for all kinds of disasters,which acts as the basis for efficient emergency management operation. It is proved that the presented system can realize the public safety emergency decision support based on the digital reconstruction of disasters,which enhances the response capability of disaster emergency for small towns.
