【Abstract】 As an important strategy for national development, the establishment of the Xiong’an New Area has attracted worldwide attention. In the construction of Xiong’an New Area, we should adhere to ecological priority and green development. This process is inseparable from the rule of law guarantee for the ecological environment. Therefore, it is necessary to build a complete legal norm system to protect the ecological civilization construction, focus on promoting regional environmental synergy; establish and improve the system of governors of rivers and lakes; explore a sound environmental public interest litigation system, and ensure the implementation of laws with an innovative system. It should extensively use high-tech means to help environmental law enforcement and improve law enforcement efficiency.
