关于治理长江中下游洪水的初步探讨——为彻底根除长江中下游的洪灾献一策

【摘要】 文中提出了治理洪水的新思路 :充分利用中下游的自然地理条件和水情 ,在有条件的江段开挖直线分流行洪水道 ,缩短水的流程 ,提高水流的落差 (比降 ) ,加快水流的速度。在洪汛期可使每 1 0 0km水流的平均落差从 2 8m提高到 4 1m以上 ,水流的平均速度可从不到 1 2m/s提高到 1 6~ 2m/s以上。可实现在警戒水位以下行洪 ,同时又提供了解决泥沙淤积主洪道的根本条件。这是彻底根除长江中下游洪灾的最有效方法之一。

【Abstract】 This paper analyzes the causes of the fomation of the middle and lower Yangtze’s high water level, the existent problem of the water-control and considers that the flood mitigation can not be sloved radically even with the floodwater store area (including the SanXia and the reservoirs above) in the flood season if the dikes are simply designed in respouse fo the water level. A new idea is presented on the flood control: making the best use of the physical geographical conditions and water conditions of the middle and lower Yangtze River, digging a beeline discharge floodwater path in those segments of the River where conditions are favorable, shortening the watery range of the flow, increasing the fall of the unit distance current, and quickening the current velocity, increasing the average fall from 2.8m to 4.1m or more and the average velocity from 1.2m/s to 1.6-2 m/s or more in the flood season. The current waterlevel can thus be controlled under the cautionary waterlevel, the current has enough momentum to erode the mud and sand entirely. It is one of the most effective methodsfor radically removing the middle and lower Yangyze flood mitigation.
