【摘要】 压覆矿产资源管理是矿产资源管理的一项重要内容,旨在摸清压覆资源家底、防止资源被随意占压。我国压覆矿产资源管理实行国家、省(自治区、直辖市)、市(县)三级管理模式,出台了一系列法律、法规和部门规章,建立了较为完善的压覆矿产资源管理体系。压覆矿产资源管理制度规范了压覆审批,强化了压覆登记,重视与用地审批的衔接,着力开展事实压覆调查,但也存在压覆评估报告可信度不高、压覆补偿难度大、压覆审批不受重视、事实压覆情况不明等问题。因此,自然资源管理部门应当加强压覆矿产资源问题研究,强化压覆审批地位,严格压覆评估报告评审,探索压覆补偿制度的建立,摸清压覆资源家底。更多还原

【Abstract】 The management of overlaid mineral resources is an important part of mineral resources management. Its purpose is to find out the background of overlaid resources and prevent resources from being arbitrarily occupied. In China, the management of overlaid mineral resources is carried out by the three-level mode of Country, provinces(autonomous regions, municipalities directly under the Central Government) and cities(counties). A series of laws,regulations and departmental rules have been promulgated. A relatively perfect management system of overlaid mineral resources has been established. The management system of overlaid mineral resources standardizes the examination and approval, strengthens the registration, links up with the examination and approval of land use and focuses on the factual investigation. However, there are still some problems, such as low credibility of overlaid resources assessment report,difficulty of compensation for overlaid resources, neglect of examination and approval and unclear background of overlaid resources. Therefore, the natural resources management departments should strengthen the research on overlaid mineral resources, strengthen the status of examination and approval, strictly review the overlaid resources assessment report, establish overlaid compensation system and find out the factual background of overlaid resources.更多还原
