【Abstract】 The Symposium on Tactics for Issuing Earthquake Predictions and Public Administration (TIEPPA), Jointly organized by the Professinoal Committee on Seismosociology of the Seismological Society of China,the Department of Prediction and Prevention,the Research Division for Legislative Affairs,SSB,was held at Shantou,Fujian Province,from December 1 to 5,1997.About 40 participants,including the SSB officials,administrators and officers from some provincial and city Seismological Bureaus,as well as experts engaged in seismosociology attended the meeting. China is one of the few countries which have the practices and regulations for issuing earthquake predictions.Therefore,this meeting called much attention among various fields.Since 1988,the Stipulations for Issuing Earthquake Predictions(SIEP)has come into force for implementation for 10 years,there has not been a symposium specialized in earthquake and public administration.The theme of the meeting is to integrate “issuing earthquake prediction”and “public administration”,to promote the practical results of earthquake disaster reduction. Twenty five papers contribute to the symposium,which mainly deal with the following aspects:(1)review of SIEP;(2) connotation and denotation of the earthquake prediction;(3)evaluation of the state of the art of earthquake prediction in China as well as understanding of the present situation of earthquake prediction in the world;(4)cases studies,which resulted positive effects through successful predictions,as well as cases negative;(5)earthquake prediction and its impact on insurance industry;(6) policy making suggestions for issuing earthquake predictions and public administration,and suggestions for amending SIEP. This issue introduces to the articles on the above problems presented at the meeting.It is pointed out that China has entered into a new seismically active period,its economic and social development will face the threat of more serious earthquake disasters,government officials and seismologists must clearly recognize the situation.In the seismological studies and their applications,we must seriously carry out the Law for Earthquake Preparedness and Disaster Reduction of the People′s Republic of China,comprehensively promote the development of earthquake monitoring and prediction,earthquake disaster preparedness and seismic emergency response,make full use of the functions of the governments at all levels in the reduction of seismic disasters so as to raise the social and economic effects of seismic disaster mitigation.更多还原
