【Abstract】 Earthquakes have attacked China and Japan frequently in the last 10 years.Earthquakes are the disasters caused by the inhabitants living on it.And it is an important subject in constructing earthquake culture to understand human’s anti-seismic and disaster reduction strategically.Referring to the earthquakes of Wenchuan and Hanshin,this paper puts forward a few essentials which are as follows and firstly it should be a consistent national policy to prepare for and fight against earthquakes;secondly it is important to have special measures for earthquakes and thirdly it is a comprehensive strategy to prepare for and fight against earthquakes.And for constructing an earthquake culture we should understand the matter in earth herself.So it is a sublimation of seismology and an improvement of human character to take care of the earth for the breakthrough of the catastrophology.更多还原
