【摘要】 本文从理论层面分析了中国式分权对地方政府工业污染治理的影响,并通过构建同时考虑外部环境和异质性前沿面的四阶段Window-DEA模型,实证考察了我国工业污染治理效率及其影响因素,研究发现:(1)未剔除环境因素和随机干扰前,我国工业污染治理效率呈现"东>西>中"的基本格局,且效率逐年增长;(2)剔除环境因素和随机干扰后,各省市工业污染治理效率整体偏低,且逐年递减;(3)财政分权与地区腐败对工业污染治理效率有负面影响;(4)信息化水平能够提升工业污染治理效率,对外开放度不利于工业污染治理效率的提升。最后针对实证结果,提出了一些政策建议。更多还原

【Abstract】 The article theoretical analysis the Chinese style decentralization influence on industrial pollution control of local government,and by building four stage Window-DEA model which considering the external environment factors and heterogeneity frontier,we empirical research the pollution control efficiency and its influencing.The results as follow:(1)before eliminating environmental factors and random disturbance,industrial pollution control efficiency present the basic pattern of"eastern>western>central";(2)after eliminating environmental factors and random disturbance,the efficiency is generally low,and decreases year by year;(3)fiscal decentralization and regional corruption have a negative impact on the efficiency;(4)informatization could improve the efficiency,while the openness to the outside world is not conducive to the improvement of the efficiency.Finally,some policy suggestions are put forward according to the empirical results.更多还原
