城乡公交一体化建设的实施困境与应对策略

【摘要】 城乡公交一体化在我国学界已讨论多年,但各地方的"一体化"建设实践依旧面临重重困境,主要表现在运营模式、线网结构和管理体制3个方面的整合困难。文章从交通需求、空间层级与发展阶段的城乡差异入手,剖析这一困境现象背后的机制和成因,发现运营机制、空间差异和部门协作是制约城乡公交一体化建设的主要因素,进而提出改善城乡公交一体化建设水平的应对策略:在运营机制上建立精细化和可持续的经营理念,实施收支分开管理,发展公交定制服务,降低运营成本,缓解财政补贴压力;在线网组织上,根据实际的空间发展特征,因地制宜地进行精简高效的线网布局,使一体化后的线网结构兼顾覆盖率和连通性;在公共管理上,避免简单化的行政部门合并思路,将管理权独立出来,构建政府掌舵和社会参与的公共治理制度,降低沟通成本,提升管理实效。

【Abstract】 Urban rural public transportation integration has been discussed in the academic circle in China for many years. However, local practice of public transportation integration still faces difficulties in the reorganization of operation model, line network structure, and management system. From the aspects of transportation needs, spatial hierarchy, and urban rural difference, the paper analyzes the underlying reasons such as operation mechanism, spatial difference, and departmental coordination, and proposes strategies of improving public transit integration: in operation mechanism, income and expenditure shall be separated in management and customized transit shall be made to lower operation costs and ease fiscal pressure; in line network, simplified and high efficient layout shall be specified according to actual spatial conditions for higher coverage and connection; in public management, the operation right shall be singled out for a joint governance structure by both the government and society to improve communication and management efficacy.
