【摘要】 伴随自然资源部的成立,我国城乡规划体制正式进入变革期。以"多规合一"为基础的空间规划应运而生,成为应对机构改革的一种全新规划类型,并在试点城市带动下逐步展开。但由于当下规划改革仍处在初级阶段,完善的管理体系和机构还未形成,服务于新体制的规划编制内容、方法及相应的法律法规仍未明确,致使各地空间规划编制不断出现如盲目混乱、标准不一及缺少与管理机制的衔接等诸多问题。适时认识这些问题,提出相应对策,有助于为规划体制改革提供借鉴。更多还原

【Abstract】 The establishment of National Bureau of Natural Resources signals the reformation of urban planning institution. Multiplan integration oriented spatial plan has emerged as a new planning type carried out in some experimental cities. At present, planning reform is still at primary stage, comprehensive management system and agency has not been established, and new planning compilation content, method, and legislation is not clear. New problems such as disorder, lack of unified standard, disconnection with management mechanism keep rising. Countermeasures shall be proposed for planning institution reform.更多还原
