【Abstract】 In planning of urban emergency shelters, it is necessary to set off the disaster prevention areas at macro level, disaster units at meso level and determine the structural function of the emer- gency shelters at micro level. The principle of making use of the shelter according to its nearness and deciding on the service radius according to the levels (such as city level, district level and street level and community level, etc.) should be adhered to.
