长江经济带城市雾霾污染时空演化及治理策略研究

【摘要】 雾霾污染对于国家经济社会发展和居民生产生活都产生了诸多不利影响。以长江经济带为研究区域,基于2006—2015年长江经济带城市PM2.5浓度数据,采用变异系数和探索性空间数据分析方法中的全局Moran′s I和局部Moran′s I指数对长江经济带雾霾污染时空演化进行了研究。结果发现:长江经济带城市雾霾污染呈现较为显著的空间相关性特征,全局相关性总体趋势不断增强,区域内部不平衡性也在变大,局部空间相关性中"高—高"集聚分布在长江中下游地区,主要为苏皖鄂地区,而"低—低"集聚较为稳定分布在长江上游地区,因而长江经济带雾霾污染治理必须坚持联防联控的策略,具体包括完善长江经济带联合监测预警应急机制、联动各区域主体跨区域治霾和联合治霾保障补偿机制等措施,以期为长江经济带雾霾治理提供对策建议。

【Abstract】 Haze pollution has produced many adverse effects on national economic, social development, and residents′ production and life. In this article, the spatial and temporal evolution of haze pollution in the Yangtze river economic belt is studied based on the concentration of Pm2.5 data of cities in the Yangtze river economic belt from 2006 to 2015 and the global Moran′s I and local Moran′s I indexes in the coefficient of variation and exploratory spatial data analysis method. Results show that Yangtze river economic belt city haze pollution has more significant spatial correlation characteristics; the overall correlation trend keeps increasing; imbalance in the regions is also becoming large; local spatial correlation "high-high" concentration distributes in the middle and lower reaches of the Yangtze river area, mainly in areas of Jiangsu, Anhui and Hubei; the distribution of "low-low" lies in stably the upper Yangtze river region. Therefore, the governance of haze pollution in the Yangtze river economic belt must adhere to the strategy of joint prevention and control, including improving the joint monitoring, early warning and emergency response mechanism of the Yangtze river economic belt, linking the main bodies in different regions to deal with haze and joint protection and compensation mechanism of haze, etc. so as to provide countermeasures and suggestions for haze governance in the Yangtze river economic belt.
