【摘要】 救灾方针关系到救灾工作的发展方向、根本途径和基本方法。新中国成立以来,中国政府在不同时期制定了不同的救灾方针。从其基本脉络来看,救灾方针不断向科学化的方向发展,新救灾方针体现了一种官民有序互动、科学分工、以人为本的现代救灾理念。但总体来看,在新的方针指导下,救灾社会化的问题尚有待进一步探索。更多还原

【Abstract】 Disaster relief policy related to the development direction,fundamental approach and basic methods of disaster relief work.Since the founding of New China,Chinese government have formulated different disaster relief policies at different times.Looking from its basic development,disaster rehef policy is moving in the direction of scientific development and new disaster relief policy embodies a new modern disaster relief idea of ordered interactions between officials and people,scientific division and people-oriented.Overall,under the new policy guidance socialization issues of disaster relief need to be further explored.更多还原
