【摘要】 乡村振兴离不开现代农业的规模化生产经营,而农村土地流转市场的发展对于促进规模化经营具有至关重要的作用,因此,促进农村土地流转市场发展是乡村振兴战略实施的重要抓手。本文通过对上海市农村土地流转市场发展现状的分析,发现在政府主导推进农村土地流转时期,无论是土地流转规模、流转率抑或合同流转面积都逐年递增,流入主体日益多样化,并建立起土地流转服务仲裁体系,农村土地流转市场建设水平较高。但是随着农地流转市场的发展,政府"家长式"的管理模式抑制了劳动力要素和土地要素在全市范围内的自由流转,一定程度上阻碍了农村土地流转市场化发展。最后针对上海市农村土地流转市场化发展的困境提出以下建议:加快全市流转信息互通共享,加快政府职能转变,发展适度规模经营。更多还原

【Abstract】 Rural revitalization is inseparable from the large-scale production and management of modern agriculture,and the development of rural land transfer market plays a vital role in promoting large-scale operation.Therefore,promoting the development of rural land transfer market is an important starting point for the implementation of rural revitalization strategy.Based on the analysis of the current situation of the rural land transfer market in Shanghai,it is found that both the scale of land transfer,the rate of transfer or the area of contract transfer increase year by year in the period of government-led promotion of rural land transfer.The main body of inflow is diversifying day by day,and the arbitration system of land circulation service is established,and the construction level of rural land circulation market is higher.However,with the development of the farmland circulation market,the government’s "parental-style" management model inhibits the free circulation of labor factors and land elements within the city,and to a certain extent hinders the market-based development of rural land circulation.Finally,the following suggestions are proposed for the dilemma of the development of rural land transfer in Shanghai: speeding up the sharing of information on the circulation of the city,accelerating the transformation of government functions,and developing moderate scale operations.更多还原
