【摘要】 通过对云南省杞麓湖流域的实地调研考察,基于以公共价值为基础的核心框架,构建实施过程子系统与环境结果子系统的水环境治理项目绩效评价体系,辅以层次分析法对云南省杞麓湖流域3个水环境治理项目绩效值进行评估。结果表明:(1)村落环境治理、农田废水循环以及河口湿地建设项目综合绩效分别为0.801 0,0.780 2,0.498 9,对应项目绩效评价分别为优秀、良好、一般。绩效评价结果与实际情况相一致,说明该绩效评价方法的可行性。(2)公平性与可持续性的缺失是造成3个水环境治理项目综合绩效显著差异的主要原因,而如何体现政策的民主价值、构建可持续运行管理监督体系是改善政策绩效的根本途径。以公共价值为基础框架的水环境治理项目绩效评价不仅涵盖了不同行为主体对不同利益与目标的追求,而且修正了单一环境结果绩效评价造成的误差,使绩效评价更加符合客观现实,并为水环境污染治理绩效评价提供了新视角、新尝试。更多还原

【Abstract】 Through the field investigation of Qilu Lake Basin in Yunnan Province,a performance evaluation system of water environment control project,which contains implementation process and environmental results,was constructed based on the core framework of public value. The method of analytic hierarchy process(AHP) was used to analyze performance evaluations of three water environmental management projects. The results showed that:(1)The performance of the village environment comprehensive treatment project,farmland wastewater purification and recycling project,and wetland construction project are 0.801 0,0.780 2,and 0.498 9,respectively,and the corresponding evaluations of project performance are excellent,good,and general. These evaluations,which are consistent with the actual situation,prove the feasibility of the performance evaluation method.(2) The lack of fairness and sustainability in the three water environment management projects was the main reason for the significant difference in the comprehensive performance. How to embody the democratic value of policy and construct sustainable operation management supervision system are the fundamental ways to improve policy performance. Public value is the preference collection of residents themselves and their expectation for government. The performance evaluation of water environment governance projects based on the framework of public value,which not only contains the pursuit of various interests and goals of different actors,but also corrects the errors caused by single-result-oriented performance evaluation,makes the performance evaluation more in line with the reality.
