我国实施大规模需求响应的关键问题剖析与展望

【摘要】 随着"互联网+智慧能源"的推进和电气信息技术的深度融合,电力需求响应业务也被赋予了诸如新能源消纳、辅助服务等新的使命,并面临着从紧急态向常态化的转型。目前我国电力需求响应试点项目建设已为需求响应业务发展积累了丰富经验,但在大规模复制推广方面还存在一些瓶颈。基于国内外需求响应发展现状,结合我国已经发布的相关政策、技术标准以及现有试点城市的建设情况,从政策机制保障、信息化支撑、平台部署及组织实施层面剖析当前所存在的问题,并结合实际工作情况尝试给出若干未来发展建议。

【Abstract】 With advancement of "Internet plus Smart Energy" and deep integration of electrical information technology, power demand response business is endowed with new missions such as renewable energy accommodation and ancillary services. In future it will face a transition from emergent operation to normal operation. At present, construction of several pilot projects for demand response has accumulated rich experience for China’s follow-up demand response business development, but there are still some bottlenecks in large-scale replication and promotion. Based on the situation from domestic and aboard, this paper analyzes existing problems in policy guarantees, information communication technology support and platform deployment according to practical work, i.e., published policy, technical specification and construction of demand response pilot cities.
