标准《高压开关设备和控制设备的抗震要求》存在的问题及建议

【摘要】 GB/T 13540—2009《高压开关设备和控制设备的抗震要求》为新修订的国家标准,促进了IEC系列标准在中国的推广和应用。结合我国的实际情况,从高压开关和控制设备的抗震设防目标、设防水准、需求响应谱等方面指出了该标准存在的问题。通过典型地区的概率地震危险性分析,提出了电气设备抗震性能水平选取的修改建议。对需求响应谱的适用性、动力放大系数最大值、特征周期、不同阻尼比反应谱转换关系进行了分析,希望所提建议能为相关规范标准的修订提供参考。

【Abstract】 "Seismic qualification for high-voltage switchgear and controlgear"(GB/T13540—2009) is a newly revised recommended Chinese national standard that promotes the popularization and application of serial IEC standards in China.Based on the actual situation in China,the defects existing in this revised standard,such as seismic fortification goal and level and required response spectrum(RRS) and so on,are pointed out.Through the analysis on probabilistic seismic hazard at typical region,some modification proposals on the selection of seismic performance levels of electrical equipments are put forward.The applicability of RSS,the maximum dynamic amplification coefficient,the characteristic period and the transfer relationship among response spectra with different damping ratios are analyzed.It is wished that these proposals could be available for reference to the revision of relevant codes and standards.
