电力应急管理理论与技术对策

【摘要】 对国内外电力系统重大灾害进行了简要介绍与分析。在研究了电力系统突发灾害的特点的基础上对其进行了分类,并提出了电力系统突发灾害风险计算公式,论述了突发灾害的危险性、灾害承载体及其脆弱性、防灾减灾能力4个致灾因子。指出了电力应急管理中的预防、准备、响应和恢复4个环节并分析了其具体内容。阐述了电力应急管理技术发展阶段,明确了当前应急管理工作的发展方向。对电力应急管理与风险管理的关系及相关技术进行了研究。最后提出了电力应急管理的技术对策。

【Abstract】 The severe disasters occurred in power grids home and abroad are introduced and analyzed in brief.On the basis of researching their features,burst disasters occurred in power grids are classified,and the formula to calculate the risk of power grid burst disaster is proposed;the four disaster-causing factors in the proposed formula,i.e.,the danger of burst disaster,the supporting body of disaster and its vulnerability,and the ability of disaster prevention and reduction,are discoursed upon.Four links in power emergency management,i.e.,the prevention,preparation,response and restoration,are pointed out and their concrete contents are analyzed.The development stages of power emergency management technology are expounded and the development direction of current emergency management work is clarified.The relation between power emergency management and risk management as well related technologies are researched.Finally,the technological countermeasures for power emergency management are suggested.
