电力通信应急预案体系建设与编制

【摘要】 电力通信是对电网实施监视、控制和管理的中枢神经,是保障电网安全、稳定、经济运行的重要支撑手段。在讨论应急预案体系框架的基础上,提出电力通信系统应急预案体系要按照纵向(行政区域)与横向(通信专业)相结合的方式建设。介绍了应急预案的基本结构、核心要素、结构类型、基本内容、电力通信应急预案电子化系统结构、编制步骤及启用过程。从强化电力应急事件的应急处置能力角度,认为电力通信应急预案应选行动型应急预案。探讨了用排队理论仿真技术仿真电力通信应急预案,并给出了电力通信应急预案仿真的步骤。

【Abstract】 Electric power telecommunication system is the backbone and central nervous system of power grids for monitoring,control and management,and is also an important support tool for ensuring the safety,stability and economic operation of power grids.Based on a discussion of emergency plan system framework,it is proposed in this paper to build the emergency plan system of electric power telecommunications in accordance with the combined mode of administrative region and telecommunication speciality.A description is made of the basic structure,core factors,structural types,contents,E-structure,compilation procedures and start-up process of an emergency plan.From the perspective of enhancing the ability of emergency disposal of electric power emergency incidences,the action-type emergency plan should be chosen for power telecommunication emergency plan.Queue theory and simulation technology are used and the corresponding procedures are also proposed for computer simulation of emergency plan of electric power telecommunications.
