典型地区县级防震减灾能力评价指标体系及比较研究
County-level evaluation system of earthquake prevention in typical regions and comparative study
【摘要】 本文抽取东、中、西部的典型省份——广东省、山西省、甘肃省作为调查框,整群抽样调查其境内的所有县级防震减灾工作主管部门,得到房屋抗震设防能力、应急救援能力和非工程性防御能力三个方面的共11个指标的防震减灾能力的工作指标。以这些指标为基础,进行主成分分析,并据此计算因子得分和综合评价得分,得到基层防震减灾能力的指标体系。然后,使用以上指标体系,测评广东省、山西省、甘肃省的县级防震减灾工作机构,比较重防区(地震重点监视防御区)和非重防区的防震减灾工作和能力,得到结论:重防区和非重防区的平均得分差异不大;但非重防区具有更多工作突出的地区,然而除突出地区外其余地区防震减灾能力普遍偏低;重防区工作突出地区不如非重防区多,然而除突出地区外其余地区的防震减灾能力略高于非重防区。
【Abstract】 This study was conducted to establish an evaluation system for earthquake disaster prevention and compare the counties in the National Significant Seismic Monitoring and Protection Regions( NSSMPR) and those not in. We sampled all the counties in Guangdong Province,Shanxi Province and Gansu Province,surveyed the housing seismic prevention capability,emergency rescue capability and non-engineering prevention capability,abstracted 11 quantity indicators. Based on these indicators we calculated the component score and the integrated score via principal components analysis. Then we evaluated all the counties in the three provinces,compared the final score between counties in NSSMPR and those not in,found the mean score between the two groups are similar. But there are more high score outliers in non-NSSMPR than in NSSMPR. However,ignoring those outliers,the final scores of NSSMPR are slightly higher than non-NSSMPR.
