地震应急能力成熟度模型的体系与结构研究
Study on system and structure for earthquake emergency capability maturity model
【摘要】 地震应急工作是防震减灾工作的重要组成部分,它具有时效性强、协调性强、专业性强、社会要求高等特点,是一项技术含量很高的工作,因此地震应急能力的成熟度评估具有重要意义并富有挑战性。本文在地震应急能力中应用成熟度模型,在研究借鉴多种成熟度模型的基础上,提出地震应急能力成熟度模型的概念和构成要素,明确各要素之间的相互关系,建立了以成熟度单元为核心的两层次结构体系模型,提出了模型的基本评价方法。
【Abstract】 Earthquake emergency is an important component of protection against earthquake and disaster reduction.Because it has its own inherent characters,like timeliness,coordination,professionalism and social demand,and is a high-tech work,assessment of earthquake emergency capability maturity becomes more significant and challenging.Based on studying and referring many models,this paper offers the concept and basic components of Earthquake Emergency Capability Maturity Model(EECM2),and makes the relationship among them clear,and also establishes a two-layer structure system model and basic evaluation method with maturity unit as its core.
