【摘要】 黑龙江省主要农业自然风险包括洪涝和干旱灾害、风灾、沙尘暴、低温冻害、地质、地震灾害、生物灾害等多种类型,并且呈现类型多、频率高、季节性、周期性和突发性等特点,已经对黑龙江省粮食产量、农民收入、农民消费水平以及农业再生产造成了严重影响。黑龙江省应在立足区域灾情实际,通过提高全民防灾意识、加大基础设施建设和政府宏观调控、发展农业保险和不断改善生态环境等措施来促进农业经济持续稳定的发展。更多还原

【Abstract】 The major agriculture natural risks of Heilongjiang include flood and drought disaster,windstorm,sand storm,low-temperature freezing,geological and earthquake disaster,biological disaster and many other types.There are some characteristics about the mentioned above such as diversification,high frequency,and periodicity.The agriculture natural disaster has caused a significant impact on grain yield,farmer’s income,farmer’s consumption level and agricultural reproduction.We should stand on the reality of regional disaster situation,through reinforcing disaster prevention awareness,strengthen infrastructure construction,develop agricultural insurance,improve ecological environment and other measures in order to promote sustainable and stable development of agriculture economy.更多还原
