【摘要】 文章利用历年全国和地方统计年鉴数据,按照粮食主产区、粮食主销区和粮食产销平衡区,分别统计测算三类地区用于农业生产实际耕地面积、保障粮食自给必要耕地面积及两者之差,对比分析粮食主产区和粮食主销区用于开展一二三产业耕地机会成本。针对粮食主产区较高耕地机会成本及经济发展利益流失现状,为增加粮食主产区政府粮食生产积极性,促进不同地区间经济协调发展,应建立国家耕地保护补偿基金制度,构建粮食主销区对粮食主产区利益横向补偿机制,加大对粮食主产区利益补偿力度。更多还原

【Abstract】 Based on the data of national and local statistical yearbooks over the years, Statistical calculations of the actual cultivated areas were used for agricultural production, the necessary cultivated areas were used to guarantee the food self-sufficiency as well as the difference between them in accordance with three types of regions, including major grain production regions, major grain sales regions and production-sales balance regions. Moreover, the opportunity costs of the cultivated land were used for primary, secondary and tertiary industries in major grain production regions and major grain sales regions. An important role of ensuring national food security was played by the main producing areas. In order to ensure national food security and increase the enthusiasm of government grain production in main grain producing areas.
