【Abstract】 With the description of China logistics and its thinking convention, the thesis discusses how common social need starts in our history and its modern explanation. By discussing from the ancient and modern levels,the thesis tries to answer the question that public finance is possible based on social common needs. The thesis agrees that "unity", "patriarchy", "Scholar-Officials" culture are the basic logistics to understand China as a culture country and are the important factors to build social common needs in China, the "State Governance" of public finance is the modern developments of the need.更多还原
