【摘要】 都江堰从灾后重建一开始就通过制度创新,充分发动居民参与到灾后重建之中。结合灾后居民住房重建过程的描述,通过对3个典型案例的分析,揭示了在不同利益矛盾情形下公众参与的成效,阐释了政府职能转变、发挥居民主体作用的制度建设、居民尽早参与规划过程以及社区规划师的作用等是保证公众有效参与、灾后重建稳步有序开展的关键性因素。更多还原

【Abstract】 From the beginning of the post-earthquake rebuilding in Dujiangyan, Sichuan,the government has been mobilizing local residents to participate in the process.Based on a description of the house rebuilding process and local residents’ involvement in it,the paper investigates three cases which represent different conflicts and results.The paper concludes that effective public participation in the house rebuilding process in Dujiangyan is dependent on an adjustment of government functions,institutional building for participation,public participation at early stages and the role of community planners.更多还原
