城市地震信息处理和应急指挥系统的设计与实现

【摘要】 基于防震减灾的迫切需求,提出并设计了城市地震信息处理和应急指挥系统的建设目标、总体架构、各项功能和实现方法。在根据数据标准规范整合的地震专业数据库基础上,系统运用了地理信息系统(GIS)技术和震害评估专业模型,采用Oracle+Arc SDE+Arc Engine二次开发方案,实现地震信息的综合处理、灾情评估、应急指挥与辅助决策等功能。目前系统已经在城市防震减灾工作中成功应用多年,在提高区域防震减灾能力方面发挥了切实、有效作用。

【Abstract】 Based on the urgent needs of earthquake disaster mitigation,this study proposed and designed the construction goal,overall structure,functions and its implementation of urban earthquake information processing and emergency command system. After the professional database of seismic is established in according to the standard specification,a series of functions has been implemented based on geographic information system( GIS) technology and seismic hazard assessment methods,such as of earthquake information integrated processing,disaster assessment,emergency command and assistant decision-making. This system is developed by the software of Oracle and Arc SDE and Arc Engine.The system has been successfully applied in urban earthquake disaster reduction for many years,and plays a practical and effective role in the regional earthquake disaster reduction.
