【摘要】 理论研究和长期实践表明,现代城市应该大力开发和合理利用城市地下空间,随之带来了地下空间开发利用管理研究的新课题。从介绍日本城市地下空间开发利用综合管理体制入手,然后分析我国地下空间开发利用的现状,进而剖析当前地下空间开发利用管理中存在的问题和根源,最后借鉴日本经验并结合我国国情,从兼顾专业性、综合性的角度,提出以城市规划委员会作为地下空间开发利用的综合管理机构,构建新时期适合我国国情的地下空间开发利用综合管理体制。更多还原

【Abstract】 Both theoretical study and long-term practice prove that modern city should vigorously develop and rationally utilize urban underground space, which brings forward a new research subject to the field. By introducing the comprehensive management system for development and utilization of urban underground space in Japan and analyzing the present situations in China, the paper analyzes current problems and causes in management of underground space development and utilization. Based on Japanese experience and China’s practical conditions, it is suggested in the paper that the Urban Planning Committee should play the role as a comprehensive administration agency from professional and comprehensive perspectives, and a comprehensive management system for development and utilization of underground space that is in accordance with China’s national conditions at the new era should be established.更多还原
