【摘要】 针对我国近年来各类灾害频繁发生,编制城市综合防灾规划的需求日增,但是具体编制工作却又举步维艰的问题,从系统论的角度客观分析了城市防灾规划需要进行综合的必要性,分析了城市综合防灾规划面临的现实困境在于理论体系、法规基础和实施主体缺乏,指出在现行管理体制下,城市综合防灾规划未来出路的突破口在于加强基础理论体系的研究,需要从空间设施布局入手,协调各单灾种规划的关系和矛盾,对各类防灾空间与设施进行高效整合,充分融入法定规划体系,加快研究出台综合防灾管理法规和技术标准,并建立统一的综合防灾管理机构和平台。更多还原

【Abstract】 In view of the frequent occurrence of disasters in recent years,there is an increasing demand for the compilation of urban comprehensive disaster prevention plan,but the specific process is very slow.From the perspective of system theory,this paper objectively analyzes the necessity of conducting the urban disaster planning in a comprehensive way as well as the present difficulties of urban comprehensive disaster prevention planning which is the lack of theoretical system,legal foundation,and implementation subject.The paper also points out that,in the current administrative system,the breakthrough of the future development of urban comprehensive disaster prevention planning lies in enhancing the study on basic theoretical system,which requirescoordinating the relationship between various types of individual disaster prevention planning,integrating thevarious types of disaster prevention spaces and facilities,becoming a part of the statutory planning system,promulgating relevant laws and regulations,and establishing a unified management agency and platformfor the comprehensive disaster prevention.更多还原
