“5.12”汶川地震甘肃省震损水工程应急管理

【摘要】 "5.12"汶川发生里氏8.0级地震,与其相邻的甘肃省水利工程也受到地震的强烈影响。考虑震区余震不断、主汛期即将来临,震损水工程还要承担发电、供水等任务,其安全问题引起水利部抗震救灾指挥部的高度重视,要求专家组深入现场,对震损水库等水工程进行震灾摸排、逐坝研判。专家组根据此次任务重、时间短、困难多、责任大、风险高的特点,以安全管理为核心,突出重点、兼顾一般,明确了应急安全管理的工作方式和方法,现场及时提出了应急处置方案。在对此次工作进行总结的基础上,对存在的问题进行了分析,提出了加强应急管理基础工作的建议。

【Abstract】 On May 12,2008,a major earthquake of magnitude 8.0 on the Richter scale occurred in the Wenchuan region of Sichuan Province,the water projects in Gansu Province were also strongly influenced.Considering that the damaged water projects would have to generate electricity and supply water during the aftershocks continuing periods and the main flood season was coming,the Earthquake Relief Headquarters of the Ministry of Water Resources paid high attention to the projects security,and asked experts group to investigate and analyse the danger conditions of each damaged water project.For the task was difficult,heavy and urgent,the experts group took security management as their core target,clarified emergent working ways and means,and put forward the emergency disposal schemes in site.On the basis of analyzing and summarizing on the relational works,the author,a member of experts group,drew up some suggestions about how to strengthen basic emergency management.
