【摘要】 河长制是由党政领导担任"河长"负责流域治理的新生制度。湖北省宜昌市柏临河位于长江北岸,水量较小,沿线工业企业密集,有多个工业园区,水污染较为严重;此外,市政工程施工导致侵占河道损毁河岸绿化,问题较为突出。本文根据河长制的要求,在分析流域主要问题的基础上,结合河流自然因素及人类活动干扰相关特点,探讨流域综合治理保护的思路与对策,为长江中下游典型中小河流的生态环境治理保护提供技术参考。更多还原

【Abstract】 The River Chief System is a new system in which the Party and government leaders act as the "He Zhang" responsible for river basin governance. Bailin River in Yichang City,Hubei Province is located on the north bank of the Yangtze River. It has a small amount of water. There are many industrial enterprises along the line. There are many industrial parks with serious water pollution. In addition,the municipal engineering construction has caused the invasion of the river to damage the river bank greening,and the problem is more prominent. According to the requirements of the River Chief System,based on the analysis of the main problems of the river basin,combined with the natural factors of rivers and the characteristics of human activities,the paper discusses the ideas and countermeasures of comprehensive river basin improvement and protection,and provide technical reference for ecological environment improvement and protection of typical medium and small rivers in the middle and lower reaches of the Yangtze River更多还原
