【Abstract】 During the 13th Five-year plan, the construction industry in Liaoning Province has achieved new development, which plays an important role in promoting regional economic development. However, due to the acceleration of industrial structure adjustment and changes in the market competition situation, there are also some contradictions between the technical and skilled personnel in construction industry and the development needs of the construction industry.
