长江流域城市污水管理绩效评估研究

【摘要】 基于水环境管理目标框架构建了"四位一体"的城市污水管理绩效评估指标体系,并对长江流域75个地级以上城市展开评估,发现上游欠发达城市污水管理绩效水平高,而中下游发达的省会城市却较差;水资源的社会经济发展响应、用水效率、污水治理投入与污水处理量不匹配是影响城市污水管理绩效水平的主要原因。建议建立长江流域城市污水管理绩效评估机制;中央政府应加大力度对上游欠发达城市污水处理设施建设和运行成本的补贴。

【Abstract】 Focusing on the water environment management target framework,this paper constructed the"four-in-one"urban sewage management performance evaluation index system,and evaluated the performance of urban sewage management in 75 cities above the prefecture level in the Yangtze River Basin. The results show that the performance level of sewage management in the upper reaches of the Yangtze River Basin and the underdeveloped cities is high,while the performance level of sewage management in provincial capitals with developed social level and economic level is poor. The mismatch between social and economic development,water use efficiency,sewage treatment input and sewage treatment capacity is the main reason for affecting the performance level of urban sewage management. It is recommended to establish an annual urban sewage management performance evaluation mechanism; the central government should increase efforts to subsidize the construction and operation costs of sewage treatment facilities in upstream and underdeveloped cities in the Yangtze River Basin.
