【摘要】 排污许可证是中国点源排放基本和综合管理制度,而信息公开则是该制度发挥正常作用的关键环节。通过对比美国的现行排污许可证制度可以看出,中国点源排污许可证在信息公开方面还有许多不足,应从许可证申请和持有两个阶段进行改良,具体包括公示及听证、点源排放报告的提交、监测与核查、完善信息公开平台、建立问责处罚机制等。更多还原

【Abstract】 Wastewater discharge permit system is the basic and comprehensive management system for point source emissions in China, and information disclosure is the key link for the function of the system. By comparing the current system in the United States, it can be seen that point source discharge permit in China still has many deficiencies in information disclosure. It should be improved from the two stages of permit application and holding, including the submission of public notices, hearings, point source emission reports, monitoring and verification, improvement of information disclosure platforms, establishment of accountability and punishment mechanisms, etc.更多还原
