生态红线保护在江苏的探索与实践研究

【摘要】 生态红线保护在保障生态安全、提供生态产品等方面发挥着关键作用。江苏省于2013年先期开展了生态红线保护的探索,共划定了15种类型的生态红线区域,总面积达24 103.49平方公里,并出台了相应的相配套政策。文章概述了江苏省生态红线的内涵,提出了生态红线划定的原则、程序和监管考核办法,并采用德尔菲法和层次分析法计算得到生态红线类别系数,最终得到了江苏省2013和2014年的生态补偿金额,最后对国家和地方推进生态红线保护提出了相关建议。

【Abstract】 Eco-red line protection plays a key role in ensuring ecological security and providing ecological products. In 2013, Jiangsu Province first carried out the exploration of ecological red line protection. A total of 15 types of ecological red line areas were delineated, with a total area of 24,103.49 square kilometers, and corresponding supporting policies were issued. This paper outlines the connotation of the ecological red line in Jiangsu Province, proposes the principles, procedures and regulatory assessment methods for the definition of ecological red line, and uses the Delphi method and the analytic hierarchy process to calculate the eco-red line category coefficient, which is finally obtained in Jiangsu Province in 2013 and 2014. The amount of ecological compensation has finally provided relevant recommendations for the promotion of ecological red line protection by the state and local governments.
