【Abstract】 The author tries to apply the theory on strategic risk aversion to the recent earthquake in Wenchuan,Sichuan Province so as to analyze the problems in government’s function of disaster and risk management and the conventional factors influencing the effective exertion of government’s function,based on which he explores how to exert government’s function effectively in emergency and gives some rational suggestions.更多还原
