【摘要】 由于经济体制的改变、市场需求的变化、资源枯竭等原因,我国的石油资源型城市在发展过程中出现了很多问题,产业结构单一,城市对资源型产业依赖程度过高,环境污染严重,下岗失业人员增多,城市竞争力差等。这些问题严重制约了城市的发展,有的城市石油已经枯竭,面临矿竭城衰的严峻形势。而这些城市多为区域的经济、政治中心,对区域经济的发展有重要影响。如何避免矿竭城衰,使这些城市实现可持续发展,积极实现经济转型是亟需研究的重大问题。本论文采用规范分析与实证分析相结合、定量分析与定性分析相结合的研究方法,对国内外石油资源城市转型的相关理论和实践进行多方面比较与借鉴,在此基础上重点对下述问题进行了深入研究:首先,论文对石油资源城市转型基本理论进行研究,界定石油资源城市转型这一基本概念的内涵,分析我国石油城市的概念和特征、现状及特点。在对石油资源城市社会、经济、资源、环境的可持续发展及我国石油资源城市聚类分析的基础上,探讨我国各类型石油资源城市的可持续发展问题,并对我国石油资源城市转型进行必然性分析。其次,论文对我国石油资源城市转型能力进行评价,确定了我国石油资源城市转型能力评价的内涵与思路,从石油城市社会进步、经济发展、科技创新和资源环境保护四个角度构建了经济转型评价指标体系,并采用因子分析方法对大庆市等六个典型石油城市经济转型的水平进行横向分析。结果表明,石油城市经济转型仍然面临着许多严峻而复杂的问题。再次,论文对我国石油资源型城市产业结构优化模式、石油资源型城市转型中主导产业的选择和石油资源城市转型过程中石油企业退出机制三方面进行研究,构建我国资源型城市产业转型的理论体系。论文研究了石油资源城市产业结构形成、发展和演进机制,确定了石油资源城市转型的时机选择,提出了石油资源城市可持续发展的产业结构优化模式;结合石油资源城市特点对主导产业进行了选择,石油资源城市主导产业的选择的特点及基准,提出了相关政策保障措施。在石油资源城市转型过程中,资源枯竭和石油企业改制的难题交织在一起,是造成石油资源城市经济、社会问题的重要根源。论文分析了石油企业退出的特殊壁垒并提出石油企业退出途径,通过对企业内外部多种因素进行综合判断,提出选择适当的退出途径的依据。最后,论文对石油资源城市转型的总体战略及对策进行研究,探讨了制定石油资源城市转型发展战略的意义,提出了石油资源城市可持续发展与转型的总体战略与对策建议,并从政府职能转型的目标、作用、特征和途径等方面,探讨了石油资源城市可持续发展与转型中政府职能的转变。同时,以东营市为例,对我国典型石油资源城市可持续发展与转型情况进行了实证研究,分析了东营市基本社会经济情况及发展优势和制约因素,并对东营市经济可持续发展与转型的历程进行了回顾,提出了东营市经济发展总体战略和产业结构优化调整的相关对策建议,并对东营市经济可持续发展与转型的经验进行了总结。更多还原

【Abstract】 Due to changes in economic structure, turbulence in market demand, exhaustion of resources and other reasons, petroleum resource-based cities in China have run into a great deal of problems in the process of their city development, such as the inadequacy of industry diversity,high dependence of the cities on resource-consuming industry, heavy pollution, increasingly laid-off of unemployed workers and weak competition of the cities. These issues seriously hampered the development of the city, and some of the cities have run out of oil, which have made these cities face the grim situation of mineral depletion and city decline. These cities, which in most cases are the political or economic centre (or both) in their region, usually have an important impact on local economy. Thus how to avoid the coming consequences, to make it possible of these cities’sustainable development and to active implementation of economic restructuring remains a major problem to be researched on.Based on the research method the combination of normative analysis and empirical analysis and the method of the combination of quantitative analysis and qualitative analysis, this paper dose a wide range of comparison and reference about the theories and practices of petroleum resource-based cities transformation at home and abroad. Based on the above-mentioned, this paper does an in-depth study of the following questions:First, the thesis of the oil resources to study the basic theory of urban transformation, so that oil resources in this urban transition, the basic elements of the concept to be defined, analyzed the concept of China’s oil city, and characteristics of the status and features. On the basic of cluster to explore the oil resources of our various types of urban sustainable development ,like oil resources in the urban society, economy, resources, environment and sustainable development of cities in China’s oil resources, and conduct urban transformation of China’s oil resources the necessity of analysis.Secondly, the paper on the urban transformation of China’s oil resources, the ability was evaluated to determine the urban transformation of China’s oil resources, the capacity assessment content and ideas, from the oil city of social progress, economic development, technological innovation and resources, environmental protection four angles to build economic restructuring evaluation index system and use the method of use factor analysis to the Daqing City in the oil city of six typical level of economic restructuring horizontal analysis. The results showed that urban economic restructuring of the oil still faces many serious and complex issue.Once again, to China’s oil resource-based model of urban industrial structure, the oil esource-based Urban Transition in the choice of leading industry and oil resources in the process of urban transformation mechanism in oil companies out of research to build industrial transformation of China’s resource-based theory of urban system: Thesis Research of the oil resources in urban industrial structure, formation, development and evolution of a mechanism to determine the oil resources of the timing of urban transformation is proposed oil resources, urban sustainable development, industrial structure optimization model; binding characteristics of the oil resources of cities to the selection of the leading industries, oil the choice of leading industry resources for urban characteristics and benchmarks put forward relevant policy support measures; because the petroleum resources in the process of urban transformation, resource depletion and oil companies constitute a combination that restructuring of the petroleum resources in the urban economy, a major source of social problems. Paper analyzes the oil companies to withdraw the special barriers and to propose ways out of oil companies, through a variety of factors inside and outside the enterprise a comprehensive judgments made out of ways to select the appropriate basis.Finally, the paper has studied the overall strategy and countermeasures of the oil resource urban transformation. At the same time, it also has discussed the development significance, the overall strategy and policy proposals during the transformation and Sustainable Development. Meanwhile, the paper discussed changes of government functions from those aspects such as goals, function, characteristic and channels. The paper has taken Dong Ying city as an example to discuss changes of government functions of typical resource urban transformation and sustainable development. It also analyzed the basic society conditions, economy situation, development advantage and Constraints. At the same time, it has looked back on histories of Dong Ying city’s economy transformation and sustainable development. At last, the paper proposed the overall development strategy and some countermeasures about the adjustment of Industrial Structure optimization, Summarized the relevant experience.更多还原
