【摘要】 本研究是以国内外相关理论为基础,调查研究黑龙江省农村公共文化服务体系建设的现状和存在的问题,深入分析黑龙江省农村公共文化服务的需求和供给,创建农村公共文化服务体系发展水平评价指标体系,对黑龙江省农村公共文化服务体系发展水平进行客观评价,找出制约黑龙江省农村公共文化服务体系建设的主要因素,提出建设黑龙江省农村公共文化服务体系的长效机制和具体对策,为保障农民群众基本文化权益,推进黑龙江省农村经济社会又好又快、更好更快发展,提供政策咨询参考。本研究的内容共包括十章。除第一章“引言”和第十章“结论”外,正文的八章可分为三个部分:第一部分是第二、三章,是农村公共文化服务体系建设的基本理论和国内外实践经验;第二部分是第四、五、六章,是黑龙江省农村公共文化服务体系的现状分析;第三部分是第七、八、九章,是黑龙江省建设农村公共文化服务体系的对策建议。本研究首先阐述了研究的学术背景及其理论与实际意义,阐述了农村公共文化服务体系建设的相关概念界定与理论基础。相关概念界定包括农村公共文化服务体系的涵义、基本特征、地位与作用;理论基础包括城乡统筹发展理论、公共产品理论、基本公共服务均等化理论、公共服务供给理论。在基本理论阐述的基础上,本研究比较了国际国内农村公共文化服务体系建设的实践经验。国际的实践经验主要是介绍了欧美等西方发达国家发展文化事业和韩日等亚洲国家建设农村文化的经验做法;国内的实践经验主要是介绍了东部地区的北京、江苏、浙江台州,中部地区的湖南、河北、江西,西部地区的云南、重庆建设农村公共文化服务体系的经验做法。在理论阐述和比较研究的基础上,本研究对黑龙江省农村居民文化服务的需求进行了量化分析和趋势预测,总结了黑龙江省农村居民文化需求的主要特点。为客观评价黑龙江省农村公共文化服务体系的发展水平,本研究在国内首次创建了农村公共文化服务体系发展水平评价指标体系,并以此为依据,科学评价黑龙江省农村公共文化服务体系的发展水平。通过对黑龙江省农村公共文化服务体系发展水平的评价,本研究分析了黑龙江省农村公共文化服务体系发展的制约因素。主要是从量化和定性两个方面对制约黑龙江省农村公共文化服务体系发展的经济社会发展水平、资金投入、基础设施、服务活动、人才队伍和政府认识、体制机制、市场发展、农民主体意识、法律法规政策等因素进行分析。在找到黑龙江省农村公共文化服务体系发展的制约因素以后,本研究有针对性地提出了黑龙江省建设农村公共文化服务体系的指导思想、基本原则、总体目标和主要任务。为了能够实现黑龙江省农村公共文化服务体系的发展目标,本研究提出要探索建立黑龙江省建设农村公共文化服务体系的长效机制,主要包括资金投入、服务主体和服务方式、事业单位改革、队伍建设、法制化和管理体制改革。针对黑龙江省农村文化建设的实际,本研究提出了黑龙江省建设农村公共文化服务体系的具体措施与政策建议。主要包括完善基础设施、丰富服务内容、挖掘文化资源、发展文化产业、培育文化市场等。本研究的主要创新之处:就是创建了农村公共文化服务体系发展水平评价指标体系,并以此为依据,科学地评价黑龙江省农村公共文化服务体系的发展水平,揭示黑龙江省农村公共文化服务体系发展的制约因素,提出建设黑龙江省农村公共文化服务体系的具体建议。更多还原

【Abstract】 The topic research , based on domestic and foreign-related topics, investigates and studies the status quo and existing problems of Heilongjiang rural public cultural service system construction , analyzes deeply demand and supply of Heilongjiang rural public cultural services, creates a development level evaluation system of rural public cultural service system, which conducts an objective assessment of the level of development of Heilongjiang rural public cultural service system, and identifies the main factors through the empirical analysis which constrict the construction of Heilongjiang rural public cultural services, puts forward long-term mechanisms and specific measures of the building of Heilongjiang rural public cultural service system which provide policy advice and reference for protecting the mass of farmers the basic cultural rights and interests and promotes Heilongjiang rural economic and social development.The content of the study subjects, includes a total of 10 chapters. Besides chapter One "Introduction" and chapter Ten "Conclusions", the text of the eight chapters can be divided into three parts: the first part is the second, three chapters, about basic theories and practical experience at home and abroad of rural public cultural service system construction; The second part is the fourth, V, VI, which are current situation analysis of Heilongjiang rural public cultural service system; The third part is the seventh, eight, nine chapters, policies and proposals of the building of Heilongjiang rural public cultural service system.This research project begins by describing the background of academic study and theoretical and practical significance, and related defined concepts and theoretical basis of f rural public cultural service system construction. Related defined concepts include the meaning、basic characteristics、status and role。; theoretical basis include urban and rural development theory, public goods theory, the theory of equalization of basic public services, the theory of public service supply.Based on the describing of basic theories, the subjects of this study compare the domestic and international rural public cultural service system construction practices. International experience introduces the development of cultural undertakings in Europe and the United States and other countries ,and experience and practice of the building of rural culture in countries such as South Korea and Japan; domestic experience mainly introduces experience and practice of construction of rural public cultural service system in the eastern part , Beijing, Jiangsu, Taizhou in Zhejiang, the central region , Hunan, Hebei, the western region, Jiangxi, Yunnan, Chongqing.The topic research ,based on the theoretical and comparative study, conducts a quantitative analysis of the demand and trend forecasts on the rural public cultural services in Heilongjiang Province, summarizes of rural public cultural services in Heilongjiang province, In order to assess objectively the level of development of rural public cultural service system in f Heilongjiang Province, the research creates the evaluation index system of the level of development of rural public cultural service system in Heilongjiang Province.Through the assessment of the level of development of rural public cultural service system in Heilongjiang Province, the research analyzes the constraint elements in the development of rural public cultural service system in Heilongjiang Province. Mainly from quantitative and qualitative aspects, the research focuses on the analysis of the following restrict elements: the level of economic and social development, capital investment, infrastructure, service activities, personnel and government awareness, institutional mechanisms, market development, the farmers’consciousness, law and regulation policies and other factors. After finding the constraint elements in the development of rural public cultural service system in Heilongjiang Province, the research puts forward in a targeted manner he guiding ideology, basic principles, overall objectives and main tasks of the rural public cultural service system in Heilongjiang Province.In order to be able to achieve the development goals of rural public cultural service system in Heilongjiang Province, this research proposes to explore the establishment of long-term mechanism of rural public cultural service system in Heilongjiang Province, mainly including capital investment, the main body of services and forms of services、institutions reform, team-building, legalization, and management system reform.In accordance with the situation of rural cultural construction in Heilongjiang Province, the research presents specific measures and policy recommendations on the development of rural public cultural service system in Heilongjiang Province, mainly including improvement of infrastructure, richness of service contents , excavation of cultural resources, development of cultural industry, cultivation of the cultural market and so on. The main innovation of this topic research : is to create the evaluation system of the level of development of rural public cultural service system in Heilongjiang Province, and according to this, evaluates objectively and scientifically the level of development of rural cultural service system in Heilongjiang Province , reveals the constraint elements in the development of rural public cultural service system in Heilongjiang Province, puts forward the specific recommendations on the building of rural public cultural service system in Heilongjiang Province.更多还原
